The Supreme Court on Wednesday heard a plea filed by Shiv Kumar Tripathi via video conferencing which sought to seek a time limit for disposal of mercy petition by the president. The petition said because there was no time limit for disposing the mercy petition, it resulted in arbitrariness. Further, it also contributed to causing public unrest.
The petition also said that a lot of times people took advantage of the delay in disposal and got their death penalty converted into life imprisonment. These instances often lead people into a state of helplessness and their faith in the system starts diminishing. Thus, this petition wanted setting of a time limit for disposal of mercy petitions.
A bench of Chief Justice S A Bobde and Justices A S Bopanna and Hrishikesh Roy issued notice to the Centre and sought its response within four weeks. Solicitor General Tushar Mehta, representing the government said that it will take time frame policies.
